SUMMARY: On 01/22/2012 Kentucky State Police was notified by the
Medical Center of Franklin that a shooting victim was seeking medical
attention. The victim was Lancelot Dasilva, age 24, of
Antioch TN. Allegedly, Dasilva was exiting the Flying
Panthers Motorcycle Club with other individuals when he heard two shots
from an unknown location in the area. Dasilva arrived at the
Medical Center of Franklin approximately two hours after this
occurred. Dasilva was transported to the Medical Center of
Bowling Green. His injuries are not believed to be life
threatening. There are no suspects at this time and the
investigation is on going.

SUMMARY:
Franklin Police have received eleven complaints of unlocked vehicles
parked at residences having items stolen from them. Some of
the
vehicles had nothing taken and were rifled through. Some
of
the items that were taken were loose change, GPS devices, DVD players
and hair styling equipment. It appears the vehicles were
entered
in the late night, early morning hours. Franklin Police
encourages persons to always lock their vehicles and report any
suspicious persons, particularly during late hours. Anyone
with
information regarding these thefts is encouraged to contact the South
Central Kentucky crime stoppers at 270-781-CLUE or 866-842-CLUE.
Water
Customers Beware

City
water customers should beware of a new scam targeting home
owners. The office of the Mayor and City Manager has received
several concerns from customers.
A company using the name “HomeServe” with a Louisville, Kentucky
address is sending letters to homeowners. The letters state
that their records indicate the home is not covered by Water Service
Line Coverage from HomeServe. The letter offers coverage to
maintain and repair the water service line that brings fresh water to
your property.
The letter being sent out refers to the water service line that brings
fresh water to your property. For all city water customers,
the city is responsible for maintaining and repairing the line to the
water meter. From the water meter to the house and inside the
house is the responsibility of the property owner.
The Better Business Bureau of Central and Eastern Kentucky and the
Kentucky Attorney General Jack Conway are cautioning consumers of the
mail solicitation from HomeServe. The Better Business Bureau
reports that, “The mailer suggests that the recipient is required to
pay an additional fee for the maintenance and repair of their water
line. It instructs the consumer to return a form with their
credit card information or to return a check, which will automatically
charge the consumer’s account for future payments.”
Kentucky Attorney General Jack Conway said, “By filling out these
forms, consumers will be incurring charges that are not required by
their local utilities.” Conway suggests that
customers contact their water company if they have questions about the
merits of any warranty service.
City Manager Kenton Powell said, “We want to protect the residents of
Franklin and let them know about companies that are soliciting for
services that are not necessary or needed.”
Water customers that have a question or concern about the solicitation

SUMMARY: On 09/17/2011 at approximately 22:48 Hrs Franklin Simpson Fire
Rescue and Franklin Police responded to a report of a house fire at 406
West Washington Street. The residence consisted of two
apartments. One apartment was vacant and the other was
unoccupied
at the time. Within the vacant apartment two fires had been
set. The fires were extinguished by Franklin Simpson Fire
Rescue. Anyone with information regarding this arson are

SUMMARY: On 09-12-2011 at approximately 1819 hours, Members of Franklin
Police and Simpson County Sheriff's Office responded to a kidnapping
complaint in the area of Rapids Road. The ensuing investigation
revealed that Moore had entered a vehicle uninvited that was being
operated by a female that had just left Rite Aid. Moore instructed the
woman to drive him to multiple locations, implying he had a handgun.
Moore made multiple threats against the operator during the encounter.
As the woman reached a dead end road in the Rapids area, she resisted
and Moore fled on foot.

SUMMARY:
Members of the Franklin Police, Simpson County Sheriff's Office and
Kentucky Stae Police responded to a robbery complaint at Family Video
on 09-12-2011 at approximately 2331 hours. The ensuing investigation
revealed that Alvey D Moore had sexually assaulted the female clerk and
stolen approximately $285.00 in cash and the clerk's cellular phone
valued at $479.00.
Chief Todd Holder organized a large force
of law enforcement personnel to conduct a manhunt for Moore. Moore was
located and arrested on Witt Road at approximately 0353 hours on
09-13-2011. Moore is currently incarcerated at the Simpson County Jail
with a $50,000.00 cash bond.

SUMMARY: Lt. Art
McFadden completed a 3 week advanced computer crime course hosted by
the United States Secret Service at the National Computer Forensics
Institute in Hoover, Alabama. The course, Network Intrusion
Response Program (NITRO), is designed to train law enforcement officers
how to investigate unauthorized access to computer networks.
This training was in conjunction with Lt. McFadden’s responsibility’s
as his assignment as a member of the the United States Secret Service
Electronic Crimes Task Force. Chief Holder stated “Franklin
Police is committed to being able to provide the best service possible,
from traditional crimes to high tech crimes. High tech crimes
create havoc and impact people financially and cannot be dismissed as a
low priority. By assigning officers to these different types
of crimes we have a well rounded agency to service our
community”. Lt. McFadden is only one of three
investigators in the State of Kentucky with this training.
The completion of this program proves the level of commitment to
further help the Citizens of Franklin, no matter the types of crime
involved. Each Franklin Police Officer averaged 62.5 hours of
training this year away from their families attending
training. These included firearms instructor courses in
Richmond, KY, computer forensics, Hoover, AL, and Fleet management, St.
Louis, MO. All out of state training was free.
Officers that attended out of state done so with grant monies from
either the state or Federal government agencies. Travel,
food, lodging, materials and course costs were sole responsibility of
the sponsoring agencies.

SUMMARY: The Franklin Police is proud to announce the
graduation of Sgt. Vickie Kristiansen on
June 24, 2011 from Advanced Police Supervision (APS), a three week
course designed for newly promoted Sergeants. The course was
held at the Department of Criminal Justice Training in Richmond
KY. Sgt. Kristiansen had the highest GPA in her class and was
the first female to be key note speaker at a graduation.
Sgt. Kristiansen was promoted to a patrol supervisor from criminal
investigations. Sgt. Kristiansen has a Bachelors in Arts in
Sociology from Western KY University and has a Masters in Justice
Administration from the University of Louisville. Sgt.
Kristiansen is the third Franklin Police Sgt to complete this course.
Sgt Ben Brown graduated from APS on April
1st, 2011 with a GPA in the top 10 percent of his class. Sgt.
Brown was promoted to patrol supervisor from patrol Corporal.
He has a Bachelors in Arts in Criminal Justice from Harding University
in Arkansas.
Chief A. Todd Holder stated “we are committed
to training because it is the thing we LIVE by.” Sgt Brown and Sgt.
Kristiansen have shown not only the citizens of Franklin their level of
professionalism but the entire law enforcement Community in the
Commonwealth.”

07/02/2010 Franklin Police was notified by AOC that they had been
conducting an investigation regarding missing funds from the Simpson
County Circuit Court Clerks Office located in the Simpson County
Justice Center . The initial investigation revealed a
discrepancy
of approximately $22,791.00 since 05/14/2009. The joint
investigation determined that Stacie Duke, an employee as a bookkeeper,
had allegedly taken the funds. During the course of the
investigation it was revealed that Ms. Duke had been allegedly taking
funds illegally for approximately three years.
A Simpson County Grand Jury returned an indictment of Theft by Unlawful
Taking-Over
$10,000,-1 count-Class C Felony on July 19, 2010. A
Indictment
warrant was issued on July 20, 2010 and a bond was set by Judge Castlen
in the amount of $10,000.
Lt. McFadden stated: “This is
another example of why there needs to be checks and balances in every
financial situation involving public or private funds. Too
many
times good and honest people are put in precarious positions with large
sums of money. Without proper checks and balances,
unfortunately
sometimes good people do bad things.”
Update 07/26/2010:
Stacie
Duke was taken into custody by the Bowling Green Police Department from
the Medical Center of Bowling Green. Ms. Duke was transported
by
the Simpson County Sheriff's department to the Simpson County Detention
Center. Ms. Duke was released after a $10,000 cash bond was
posted.
Update 06/28/2011:
Stacy
Duke plead guilty to five counts of Theft by Unlawful Taking Under
$10,000.00 in Simpson County Circuit Court presided by the Honorable
Thomas Castlen, Special Judge. Ms Dukes' guilty plea included
a sentence of 5 years to be served concurrently and a fine
of $5000.00. Ms. Dukes' fully admitted to stealing
the
funds from the Circuit Court Clerks Office during the open court
proceedings and had also confessed to police in a written statement and
a recorded interview. Her final sentence is scheduled for
July
26th, 2011 at 10:00AM in Circuit Court at the Simpson County Justice
Center.
